A meeting of Council will be held Monday, September 12, 2016 in the Council Chambers, Town Hall, Collingwood commencing at 5:00 p.m.

7.1 Retail Business Holiday Exemptions
           
In accordance with the Retail Business Holidays Act, R.S.O. 1990, c. R.30, as amended, a public meeting is scheduled regarding applications received to allow retail business the option of opening on additional permitted statutory holidays in addition to the other exemptions provided in the current by-law.  Any person may make a representation for or against the applications either at this public meeting or by submitting comments in writing to the Clerk.
 
7.2 Proposed Zoning By-Law Amendment (804 Hurontario Street)
 
The proposed Zoning By-law Amendment pertains to a parcel of land located on the north side of Stanley Street and the west side of Hurontario Street.  This property has a lot frontage of approximately 56.0 m (183.7 ft) and a lot area of approximately of 3,136 m2 (33,756 ft2).   It is legally described as the East Part of Block A, Plan 1295, Town of Collingwood, County of Simcoe and is municipally addressed as 804 Hurontario Street.
 
THE PURPOSE AND EFFECT of the proposed Zoning By-law Amendment is to rezone the subject property from the Highway Commercial (C5) zone to a Residential Second Density Exception (R2-XX) Zone. The proposed Zoning By-law Amendment would also permit a reduction of lot frontage in the Residential Second Density Exception Zone from 15.0 metres to 13.0 metres.
 
This land is also subject an applications for Consent to sever the property (Town File Nos. D10816).

STAFF REPORTS
HR2016-02-C  Closure of Municipal Offices During the 2016 Holiday Season
 
THAT Council approve closing municipal offices after regular office hours on December 23, re-opening January 3, 2017.
 
PRC2016-16-C  Waterfront Promenade Mural Walk
 
THAT Council receive staff report PRC2016-16 Waterfront Promenade Mural Walk for information purposes.
           
PRC2016-17-C  Award of RFP PRC16-0024 for an Annual Research Study for Events
 
THAT Council authorize Staff to award a three (3) year agreement to the Canadian Sport Tourism Alliance as the highest ranking compliant bidder resulting from the Invitational Request for Proposals PRC16-0024.
 
PRC2016-18-C  Award of Tender PRC2016-10T Heritage Drive Trail Extension
 
THAT Council award Tender PRC2016-10T for the Heritage Drive Trail Extension to Dreamscapes in the amount of $87,137.50 plus HST, and further authorize the execution of any necessary documents to award the contract.
 
PRC2016-19-C  Municipal Policy for Breastfeeding in Public Spaces
 
THAT Council approve the Municipal Breastfeeding Policy as indicated in this report.
 
PRC2016-20-C  Authorization to Award Tender PRC2016-09T Heritage Park Skateboard & BMX Park
 
THAT Council award Tender PRC2016-09T for the construction of Heritage Park Skateboard & BMX park to New Line Skateparks Inc. for the amount of $348,215.00 plus HST, and authorize an increase in funding towards this project in the amount of $50,000, and further authorize the execution of any necessary documents to award the contract.
 
PRC2016-21-C Authorization to Award Tender PRC2016-06T – Harbourview Boardwalk        Replacement
 
THAT Council award Tender PRC2016-06T for the Harbourview Boardwalk Replacement to Sunshine Landscape Design for the amount of $111,187.93 plus HST, and further authorize the execution of any necessary documents to award the contract.
 
STANDING COMMITTEE REPORT– CORP-COMM2016-05
 
THAT Council receive Corporate and Community Services Standing Committee Report CORP-COMM2016-05 from its meeting held September 7, 2016, as presented.

  • BE IT RESOLVED THAT the Council of the Corporation of the Town of Collingwood herein support the Collingwood General and Marine Hospital Board Trustees' decision to submit its Stage 1A Master Program and Stage 1B Master Plan on September 30, 2016 to the Ministry of Health and Long Term Care, which includes both their preferred site and other viable options;
AND FURTHER THAT Collingwood Council is committed to ensuring a future with excellent healthcare for the region, which also includes the Township of Clearview, Town of The Blue Mountains and the Town of Wasaga Beach.
