7. PUBLIC MEETINGS
7.1  Proposed Plan of Subdivision (Riverside Townhouse Development)   

The proposed Plan of Subdivision pertains to a parcel of land legally described as the west side of Peel Street, Block 148, Plan 51M-865, Town of Collingwood, County of Simcoe. The subject property is approximately 2.54 ha (6.3 ac) in area and is located west of Peel Street and north of Collins Street.  This particular proposal is called the Riverside Townhouse development.

 
THE PURPOSE AND EFFECT of the proposed Plan of Subdivision is to subdivide the subject property into a variety of lots and blocks to permit a residential development including stormwater block, new public street and an open space area. The proposed Plan of Subdivision is considering the development of fifty seven (57) street townhouse dwelling units.

C2016-12        Parking By-law Amendments
 
THAT Council having provided notice and receiving additional input from affected property owners enact and pass By-law 2016-070 amending the Parking Control By-law No. 2003-062 as recommended by staff and the Corporate and Community Services Standing Committee.
 
THAT By-law No. 2016-070, being a by-law to amend By-law No. 03-62 for the regulation of parking within the Town of Collingwood, be enacted and passed this 17th of October, 2016.
 
C2016-13        Sunset Point Park – Parking Capacity
 
THAT Council receive Staff Report C2016-13, Sunset Point Park – Parking Capacity, for information purposes.
 
C2016-14        Retail Business Holidays Exemption By-law
 
THAT Council enact and pass a Retail Business Holidays Exemption By-law confirming the Town of Collingwood as meeting the Tourism requirements of the Act and providing the opportunity to all applicable businesses to be open throughout the year. 
 
THAT By-law No. 2016-071, being a by-law to permit retail business establishments to operate on holidays for the maintenance or development of tourism in the Town of Collingwood, be enacted and passed this 17th of October, 2016.
 
FS2016-03      Award of Fire Services Master Plan
 
THAT Council accept the proposal received from Emergency Management and Training Inc. for Professional Consulting Services for the development of a Fire Services Master Plan at the flat rate described herein.
 
PRC2016-22    Award of Supply and Delivery of One Rigid Inflatable Boat, Motor and Trailer
 
THAT Council award Request for Quote PRC2016-17 for the supply and delivery of one rigid inflatable boat, motor and trailer in the amount of $36,390.00 plus HST, and further authorize the execution of any necessary documents to award the bid.
 
CAO2016-07   Broadband Assessment Report – Interim Report
 
THAT Council receive Staff Report CAO2016-07, Broadband Assessment Interim Report, for information.

THAT By-law No. 2016-072, being a by-law to  authorize the execution of the Ontario Community Infrastructure Fund – Formula-based Component Agreement between Her Majesty the Queen in the right of Ontario and the Town of Collingwood, be enacted and passed this 17th day of October, 2016.
 
THAT By-law No. 2016-073, being a by-law to authorize the execution of the New Building Canada Fund - Small Communities Fund Agreement between Her Majesty the Queen in right of Ontario and the Town of Collingwood, be enacted and passed this 17th day of October, 2016.
 
THAT By-law No. 2016-074, being a by-law toauthorize the Purchase and Sale Agreement between DeMac Properties Inc. and the Corporation of the Town of Collingwood for the disposition of property legally described as Part of Lots 38, 39, 40, 40A, 41 and 42, East of Raglan Street, Registered Plan 282(55); Town of Collingwood; County of Simcoe, being Parts 1 and 3 of Registered Plan 51R-40481; Collingwood, for the purchase price of $134,000.00, be enacted and passed this 17th day of October, 2016.
