7.1 Proposed Plan of Condominium
 
The proposed draft Plans of Condominium (Town File No. D07117)pertain to land located on the west side of Highway No. 26 West and is municipally addressed as 14 Harbour Street West, Town of Collingwood, County of Simcoe. The proposed development is otherwise known as Balmoral Village, Block 1.
 
THE PURPOSE AND EFFECT of the proposed Plans of Condominium is to subdivide the property into two (2) vacant land condominiums, thus allowing the units to be sold as freehold for the development of semi detached dwellings and townhouse dwellings. The proposed Plans of Condominium currently have common element blocks for legal rights, such as access for the proposed condominium blocks. These proposed Plans of Condominium allow individual owners to own the units and have shared ownership and maintenance of the common element features. 
 
7.2 Proposed Zoning By-law Amendment
 
The proposed Zoning By-law Amendment pertains to land located immediately southeast of the Ontario Street and St. Paul Street intersection. The subject lands have frontage of approximately 56.9 metres on St. Paul Street, a lot depth of 48.8 metres and an overall lot area of approximately of 0.28 hectares.  The lands are legally described as Part of the North half of lot 43, Concession 8, Town of Collingwood, County of Simcoe and is municipally addressed as 169 St. Paul Street. 
 
THE PURPOSE of the proposed Zoning By-law Amendment is to rezone a portion of the property from the Residential Second Density (R2) zone to the Community Services (CS) zone.
 
THE EFFECT of the proposed Zoning By-law Amendment is to permit the new construction of a five (5) bay ambulance station with supporting space such as washrooms and service space.  
 
This land is also subject to an application for Site Plan Approval for the ambulance station development proposal (Town File No. D11517).

THAT Council hereby receive the Collingwood Heritage Committee minutes dated March 22, 2017 and April 26, 2017 and approve the recommendations contained therein:
 
Recommendations:
  • THAT Council proceed with the Amendment of designating By-law No. 83-45, under Section 30.1 of the Ontario Heritage Act, for the property located at 224 Minnesota Street.
  • THAT Council proceed with the Amendment of designating By-law No. 90-77, under Section 30.1 of the Ontario Heritage Act, for the property located at 291 Third Street.
  • THAT a letter of support of Bill C-323 Amendment to the Income Tax Act be sent by the Clerk’s Department.
STAFF REPORTS
P2017-12         Part Lot Control Exemption By-Law Pretty River Estates – Robertson Street Townhouses (Blocks A Through F)
 
THAT Council enact and pass a Part Lot Control Exemption By-law to allow for 33 lots to be created for townhouse dwelling units within Registered Plan 51M-945.
 
THAT By-law No. 2017-035, being a by-law to exempt lands described as Parts 1 through 62 on Deposited Reference Plan 51R-40951, being Lots 10 through 20, and a portion of Lot 21 on Plan 51M-945, Town of Collingwood, County of Simcoe from the part lot control provisions of the Planning Act, be enacted and passed this 29th day of May, 2017.
