A meeting of the Development & Operations Services Standing Committee will be held Wednesday, August 2, 2017 in Community Rooms B & C, Library/Municipal Offices, 55 Ste. Marie Street, Collingwood commencing at 5:00 p.m.
 
Members: Chair, Councillor Madigan, Vice-Chair, Councillor Jeffery, Mayor Cooper, Deputy Mayor Saunderson, and Councillor Edwards
 
Departments: Planning and Building Services, Public Works and Engineering Services including Water and Wastewater
 
ORDER OF BUSINESS
                                            
1. CALL OF STANDING COMMITTEE TO ORDER
 
2. ADOPTION OF AGENDA
THAT the content of the Development and Operations Services Standing Committee Agenda for August 2, 2017 be adopted as presented.
 
3. BUSINESS ARISING FROM THE PREVIOUS MEETING (June 19, 2017)

C2017-07        Realignment of Cranberry Trail East
 
RECOMMENDING THAT the Development and Operations Services Standing Committee support and refer the following Staff Report to the next regular meeting of Council:
 
Staff Recommendation: THAT Council pass and enact a by-law to remove a portion of the Cranberry Trail East road allowance from being part of the open road.
 
P2017-19         Beild House Renovation – 64 Third Street
 
RECOMMENDING THAT the Development and Operations Services Standing Committee support and refer the following Staff Report to the next regular meeting of Council:
 
Staff Recommendation: Whereas Council has adopted a Collingwood Downtown Heritage Conservation District (HCD) Plan which identifies appropriate materials and the need for windows compatible with original design with wood frames;
 
And Whereas metal, plastic or fiberglass frames or sashes have been identified as inappropriate materials in the Collingwood Downtown Heritage Conservation District;
 
And Whereas mechanical venting should not detract from the original elements of the roof structure;  
 
Therefore Council support the Collingwood Downtown Heritage Conservation District (HCD) Plan 2008 by either removing all existing aluminum storm windows and replacing them with new, permanent, wood storm windows, or replacing all of the windows with replica heritage wood frame windows.  
 
And Council support the relocation of mechanical venting towards the south and west elevation, unless it can be demonstrated that the Building Code requirements cannot be met.
 
P2017-20         Growth Plan for the Greater Golden Horseshoe, 2017
 
RECOMMENDING THAT the Development and Operations Services Standing Committee support and refer the following Staff Report to the next regular meeting of Council:
 
                        Staff Recommendation:THAT Council receive this staff report regarding the Growth Plan for the Greater Golden Horseshoe, 2017 for information purposes.
 
P2017-21         Mair Mills Estates (Phase 2) Fencing Requirements
 
RECOMMENDING THAT the Development and Operations Services Standing Committee support and refer the following Staff Report to the next regular meeting of Council:
 
Staff Recommendation:THAT Council direct that the required fencing be installed as per the Subdivision Agreement.
 
PW2017-09     Backflow Prevention and Cross Connection Control By-law
 
RECOMMENDING THAT the Development and Operations Services Standing Committee support and refer the following Staff Report to the next regular meeting of Council:
 
Staff Recommendation: THAT Council enact and pass a by-law for the Backflow Prevention and Cross Connection Control;
 
AND THAT Council update the current fees and services by-law to include Backflow Prevention & Cross Control Protection.
 
PW2017-16     Environmental Services:  2017 Midyear Operations Update
 
RECOMMENDING THAT the Development and Operations Services Standing Committee support and refer the following Staff Report to the next regular meeting of Council:
 
Staff Recommendation:THAT Council receive Staff Report PW2017-16 entitled “Environmental Services: 2017 Midyear Operations Update” for information.
