COMMUNITY ANNOUNCEMENTS
County funding announcement re: Hospital commitment – Warden Gerry Marshall
 
County of Simcoe Warden Gerry Marshall outlined the Simcoe County Hospital Funding Alliance, which was put in place to ensure county-wide equitable distribution of available funding to all local hospitals.
 
Warden Marshall announced that the SCHFA would be allocating $20 million over the next 15 years for Collingwood General and Memorial Hospital’s planned redevelopment project.
 
DEPUTATIONS
Mair Mills neighbours re: Fence – David Matthews and John Rinella
 
Mair Mills residents David Matthews and John Rinella spoke to Council regarding their request to delay the installation of a fence, as they believe that a fence is not needed between the residential lots and the gravel pit as required by the Mair Mills Subdivision Agreement.

Simcoe Muskoka District Health Unit re: Simcoe Muskoka District Health Unit annual community report 2016-2017
 
Simcoe Muskoka District Health Unit – flag raising October 2, 2017 at 1:15 p.m. for National Breast Feeding Week
 
Nottawasaga Valley Conservation Authority (NVCA) re: Integrated Watershed Management Plan – Request for Support of Funding Application
Council passed the following motion in support of this item:
WHEREAS the Town of Collingwood in partnership with the Nottawasaga Valley Conservation Authority, will develop an Integrated Watershed Management Plan;
AND THAT the plan will focus on responding to the risks posed by climate change, to be developed by the NVCA staff and their selected consultants;
AND THAT a stakeholder committee comprised of municipal and other watershed stakeholders will provide guidance in the development of the plan;
THEREFORE BE IT RESOLVED THAT subject to confirmation of project funding from the Federation of Canadian Municipalities and other project partners, the plan will be developed starting in January 2018 and will be completed by March 2019;
AND THAT the Town of Collingwood will commit $2,600.00 towards the cost of this initiative, with $600 of that amount offered as in-kind contributions and $2,000 of that amount offered as cash contributions.
 
County of Simcoe re: Request Council support for inter-municipal and intra-hub transit
Council passed the following motion in support of this item:
THAT Council support inter-municipal and intra-hub transit within the County of Simcoe;
AND THAT in accordance with section 189 of the Municipal Act, the Town of Collingwood does hereby consent to the adoption of a by-law by the County of Simcoe for operation of a transportation system

2016 Collus PowerStream Consolidated Financial Statements
Ryan Aschaber from Collins Barrow provided a presentation on the 2016 Collus PowerStream consolidated Financial Statements. 
 
Mr. Aschaber advised Council that Collus PowerStream’s cash balance has decreased, and while the income from the sale of power increased by $2 million, there was a corresponding increase in the cost of power. He also noted that the distribution revenue increased from $6.6 million to $6.7 million; however, the distribution rates are set by the Ontario Energy Board (OEB).
 
Council appointed Councillor Doherty as the Town of Collingwood’s Shareholder representative for the upcoming Collus PowerStream Annual General Meeting

Council approved the Development and Operations Services Standing Committee report.
 
Staff Reports
 
Van Dolder’s Industrial Plan of Subdivision: Draft Approval
Council granted draft approval to the “Van Dolder’s” Plan of Subdivision, which would see the property divided into six industrial lots, a stormwater management lot, and a new street.
 
Mair Mills Estates (Phase 2) Fencing Requirements
Council voted to defer this report in order to allow time to for the property owners and the gravel pit owners to discuss the issue and for Council to be updated on the Town’s legal advice regarding liability issues if no fence is built.
 
STAFF REPORTS
Sale of a portion of 70 Huron Street and Peel Street Road Allowance
Council authorized the sale of a portion of 70 Hume Street and Peel Street road allowance to Parkbridge Lifestyle Communities.
 
BY-LAWS
Council appointed Fareed M. Amin as the new Chief Administrative Officer for the Town of Collingwood. Please see separate media release for additional information.
 
CAO Brown expressed his enjoyment at working with the residents and taxpayers in Collingwood, as well as Council, which he noted has been very inclusive, progressive and fiscally responsible.
 
RISE AND REPORT
Collingwood Regional Airport
Council received the staff report regarding options for the future of the Collingwood Regional Airport, and declared the Collingwood Regional Airport surplus to the needs of the municipality. The Town will now begin the process of disposal of the property in accordance with the Town’s land disposition by-law.
