The following items A1 to A7 were received for information.
·         Township of Severn re: Inter-municipal and Intra-hub Transit
·         AMO’s 2016 federal Gas Tax Fund Annual Report
The report highlighted that in 2016, the Town of Collingwood received $584,988 from the federal Gas Tax Fund, invested $1,424,925 to enhance the community and carried $1,104,792 forward to finance future projects.
·         NVCA Draft 2018 Budget
Council voted to support the NVCA draft 2018 budget as outlined. It was noted that the NVCA budget is at $4.77M, which is a 4.1% increase from 2017. For Town of Collingwood this means an assessment of $236,000 dollars, which is a 2.3% increase from 2017.
·         Z. Al-Hillal and S. Edison re: Coyote issue on east end of Collingwood
·         Ministry of Energy: Ontario’s 2017 Long-Term Energy Plan (LTEP), Delivering Fairness and Choice
·         F. McNulty, Jazz & Blues at the Station: Thank you letter
Council expressed their appreciation of Mr. McNulty’s efforts at organizing and promoting the Jazz & Blues at the Station event over the years.
·         Simcoe Muskoka District Health Unit re: Letter of Support for the released “Smoke-Free Ontario Modernization” Report
Reports / Minutes of other Committees/Boards
Library Strategic Plan Update, Ken Haigh, CEO
Ken Haigh, CEO of the Collingwood Public Library, provided an update on the Library Strategic Plan. Mr. Haigh outlined the increase in library usage since 2013, including a 63% increase in program participation, a 21% increase in in-person visits and a 48% increase in e-books borrowed.
Mr. Haigh also noted several other changes made to the Library operations, including an increase in quiet study space, a multi-lingual collection and increasing the Library’s presence in high schools and the local college.
It was also announced that the Collingwood Public Library is now an Accredited Ontario Public Library, a recognition achieved by only 42 out of almost 300 libraries in the province.

40 Sanford Fleming Drive: Proposed Site Plan Control Agreement
Council voted to enact and pass an Authorization By-law to execute a Site Plan Control Agreement for 40 Sanford Fleming Drive.
Old or Deferred Business
Mair Mills Estates (Phase 2) Fencing Requirements
After a brief in-camera session to receive legal advice regarding the fence, Council directed that the required fencing be installed as per the Subdivision Agreement. This report was previously deferred at the Council meeting of September 25.
Other Business
Development Charges: Black Ash Creek Watershed and Special Policy Area
WHEREAS the Council of the Corporation of the Town of Collingwood provided notice in accordance with Section 12 of the Development Charges Act, 1997, of its intention to pass a by-law under Section 2 of the said Act to impose development charges;
AND WHEREAS a public meeting was held on October 16, 2017 to provide information on the area-specific development charge proposal and to solicit public input pertaining to the Black Ash Creek Watershed Special Policy Area;
AND WHEREAS no comments were received in objection to, or in support of, the development charge proposal;
THEREFORE IT RESOLVED THAT Council hereby confirm that no additional public meeting is required for the proposed development charges within the Black Ash Creek Watershed and Special Policy Area;
AND THAT Council approve the development Charges Background Study dated August 25, 2017 as attached hereto;
AND THAT Council enact and pass a by-law to establish the area-specific development charges described in the Study.
