Community Announcements

  • The newly elected Town of Collingwood Council expresses excitement for the upcoming four year term. Town Council also wishes everyone a Safe and Happy Holidays and prosperous New Year.
  • Town Council invites public input on potential cannabis retail outlets within the Town via a survey that can be found at or provide written feedback to All comments will be compiled and included in the staff report for the Council Strategic Initiative Committee agenda scheduled for January 7, 2019.
  • Town Council also promotes the exciting upcoming Frozen in Time Festival from December 28 to 30 in Downtown Collingwood, featuring an Ice Sculpture Celebration, and new this year - the Rogers Hometown Hockey Tour!
Consent Agenda
  • Town Council supported for 'Hockey Day in Collingwood' by waiving ice rental fees for the event.
  • NVCA Board Meeting Highlights were presented.
  • Council asks Staff to create a report on the proposed 'Open-For-Business Planning Tool' for further consideration.
  • Council & Staff to continue working with neighbouring municipalities and stakeholders on the potential Collingwood General & Marine Hospital redevelopment at a site located on Poplar Side Road.
Strategic Initiatives Standing Committee
The following reports were received/approved by Council:

FS2018-04 Community Emergency Management Program Committee
By-Law No. 2016-090 to now incorporate the establishment of the Community Emergency Management Program Committee.
T2018-11 Fees & Services Charges
Fees and Services Charges enacted and passed.
T2018-12 Interim Property Tax Levy
Rates and due dates established for the 2019 Interim Tax Levy.
T2018-13 Temporary Borrowing By-Law
2019 Temporary Borrowing Facility for the Town of Collingwood at $6,000,000 established.
Accommodation Review Implementation
Staff to bring forward a report on next steps and recommendations, based on the findings from the Master Accommodation Plan.
Cannabis Update/Retail Consultation
Information on cannabis legalization and consultation received. Continued public feedback encouraged.
The Harbourlands and Terminals
Staff to prepare a report in early 2019 outlining the process and timetable for base information on The Terminals and the 'Spit', as well as public consultation.
Official Plan Review
Staff to prepare a list of proposed Official Plan Amendments for review.
Zoning By-law Review
Staff to prepare a list of proposed Zoning By-law amendments for review.
OPP Contract
OPP Contract Policing Bureau to present details of the Contract to Council at an upcoming SIC Meeting.
Sale of the Collingwood Regional Airport
Council receives an update on the Sale of the Collingwood Regional Airport
Proceeds from Sale of Assets
Public consultations to be delayed until sale of the airport is confirmed. However, not later than January 31, 2019.
Website/App Development Update
Town website development and app development are underway.
Appointments of the Council representatives to the Committees/Boards authorized.

P2018-37 Part Lot Control Exemption By-Law; Pretty River Estates - Lot 86, 51M-945
Portion of land exempt from the part lot control provisions of the Planning Act. 
P2018-36 Proposed Land Acquisition (11521 Highway 26)
Staff to complete the acquisition of the rear portion of 11521 Highway 26, with amendments.
Council authorizes a one year extension for the Closed Meeting Investigator through Local Authority Services (LAS) expiring December 31, 2019. 
Councillor Mariane McLeod appointed as an alternate member to the Council of the Corporation of the County of Simcoe.
Other Business
Department of Parks, Recreation, and Culture is looking at the feasibility of a winter trail grooming pilot project.
