Consent Agenda:

  • Council requests a presentation from the Municipal Property Assessment Corporation (MPAC) on their 2018 Year End Assessment Report.
  • Clerk Almas describes the Consent Agenda process.

Development & Operations Services Standing Committee:

  • Council extended the draft approval for the proposed Red Maple Plan of Subvision for a further 3 years.
  • Council extended the draft approval for the proposed Bridgewater on Georgian Bay Plan of Subdivision, including payment contribution for the costs to oversize the Hwy 26 force main, for a further 12 months.
  • Council passes a Part Lot Control Exemption By-Law to allow 6 lots to be created at Block 8 of Riverside - George Zubek Drive/Collins Street.
  • Council authorizes to discharge a Development Agreement at Eden Oak (McNabb) Part of the North Half of Lot 40, Concession 8.
  • Council also authorizes the Mayor and Clerk to execute the Eden Subdivision Agreement.
  • Council agrees to acquire land from Pretty River Academy.
  • Council received an update on the transit pilot project and background for consideration of a permanent service enhancement during the 2019 budget deliberations.

Strategic Initiatives Standing Committee:

  • Council agrees to a new 3 year Collingwood OPP policing contract.
  • Council directs Staff to undertake a refresh of the Community Based Strategic Plan including a public participation component.
  • Council authorizes the pre-budget procurement of Engineering Services for the R.A. Baker Water Treatment Plant extension.

Bylaws:

  • Council approved a by-law governing the proceedings of Council, Standing Committees, and other Committees and Boards of Council (which includes public accessibility, code of conduct, etc) with deferred discussions on record keeping timelines.
  • Council also authorizes to continue to receive Gas Tax Funding.

Other Business:

  • Deputy Mayor Hull reports on Simcoe County budget and taxes highlights. He notes the new paramedic bays, the affordable housing buildings be constructed in Collingwood, and also the Provincial Review of operations and best practices.
