  • RECOMMENDING THAT the content of the Council – Planning and Development Agenda for September 20, 2010 be adopted as presented.

P2010-24       Proposed Black Ash Adult Lifestyle Village; Official Plan Amendment No. 20
File No. OPA-2010-01(D091001), Applicant: Black Ash Enterprises Inc.
 
RECOMMENDING THAT if Council is satisfied that even without additional growth allocation, approval of the proposed Official Plan Amendment No. 20 (Black Ash Lifestyle Village) is in the best interests of the community, then Council should enact and pass By-law No. 2010-103 and forward it to the County of Simcoe. 
  • THAT By-law No. 2010-103, being a by-law to adopt Amendment No. 20 to the Official Plan of the Town of Collingwood, be enacted and passed this 20th day of September, 2010.
 
P2010-25       Authorizing By-law to Execute an Amendment to a Sales Trailer Agreement 
Project Name: Lakeside Pointe
(Eden Oak) Subdivision; Civic Address: 9980 Hwy 26, East, Collingwood
 
RECOMMENDING THAT Council enact and pass an Authorization By-law to execute the Amending Agreement for the Lakeside Pointe Subdivision Sales Trailer - Eden Oak (Collingwood) Inc. 
  • THAT By-law No. 2010-104, being a by-law to authorize the execution of an amended Site Plan Control Agreement with respect to the temporary sales centre for the Lakeside Pointe subdivision between Eden Oak (Collingwood) inc. and the Corporation of the Town of Collingwood, be enacted and passed this 20th day of September, 2010. 
6.   MOTIONS
  • WHEREAS Bill 58 an Act to amend the Planning Act with Respect to inclusionary housing, 2010 has been introduced in the provincial legislature and has been referred to standing committee; 
AND WHEREAS the provision of inclusionary housing includes the adequate provision of a full range of housing, including housing that is affordable to low and moderate income households, as a matter of provincial interest;
 
AND WHEREAS inclusionary housing legislation would enable councils of local municipalities to pass zoning by-laws requiring inclusionary housing to regulate the required percentage of affordable housing units in new housing developments in the municipality and provide the approval authority to impose as a condition to the approval of a residential  plan of subdivision or condominium a requirement that a specified percentage of housing units in all new housing developments in the subdivision be affordable to low and moderate income households;
 
AND WHEREAS the Council of the Town of Collingwood has committed in its’ Strategic and Sustainable Community Plans the need for increased attainable housing  units and to explore potential for policies to encourage/require developers to provide more attainable housing;
 
THEREFORE BE IT RESOLVED THAT the Corporation of the Town of Collingwood hereby petitions the Province of Ontario to support Bill 58 enabling municipalities with mechanisms to promote inclusionary housing to assist in combating affordable housing shortages in our municipality and across the province;
 
AND FURTHER THAT a copy of this resolution be forwarded to the Premier of Ontario, Minister of Municipal Affairs and Housing, Association of Municipalities of Ontario, MPP Cheri DiNovo, and to our local MPP Jim Wilson.
 
  • THAT this Council proceeds in Camera in order to address a matter pertaining to:
checked security of the property of the municipality or local board;

7.   BY-LAWS
  • THAT By-law No. 2010-100,  being a by-law to establish a Major Redevelopment and Restoration Tax Incentive grant for eligible heritage properties, be enacted and passed this 20th day of September, 2010.
