A Special Meeting of Council was held Thursday, January 6th and Friday January 7th, 2011 in the Council Chambers, Town Hall, Collingwood commencing at 9:00am each day, for an orientation workshop.

THAT the content of the Special Council Agenda for January 6th and 7th, 2011, be adopted as presented.
  • There were no declarations made at this time. 
CAO Wingrove welcomed Council and Staff and provided an overview of what to expect during the Orientation Session, and reviewed a few minor housekeeping matters.
CAO Wingrove provided a detailed review of the corporate structure and responsibilities of CAO’s Office.  Ms. Wingrove highlighted key points of the sustainability plan, strategic plan and code of ethics.
Mayor Cooper left the meeting at 10:05am.
Deputy Mayor Lloyd assumed the Chair at 10:06am.
      CAO Wingrove addressed various questions from Council.
Council recessed at 10:21am.
Council reconvened at 10:39am.
Department Presentations: Each Department provided a brief presentation identifying their structure, service deliver, budget, opportunities and challenges and recent successes.  Department Heads addressed questions and comments from Council throughout their presentation. The order of the presentations were as follows: 
  • Human Resources – Marianne Nero, Human Resource Manager
Mayor Cooper resumed the Chair at 10:58am.
  • Information Technology – Larry Irwin, IT Director
  • Building Services – Bill Plewes, Chief Building Official
  • Library Services – Kerri Robinson, Library CEO
Council recessed at 12:00pm.
Council reconvened at 1:00pm.

  • Leisure Services – Marta Proctor, Director of Leisure Services

The Special Meeting of Council recessed at 4:33pm to reconvene on January 7, 2011 at 9:00am.
January 7th, 2011 – Town Hall, Council Chambers
The Special Meeting of Council with respect to Council Orientation reconvened at 9:01am on January 7, 2011.
Fire Chief Elyea addressed outstanding questions from Council arising from his presentation yesterday. 
  • Karren Wallace, Municipal Advisor from the Ministry of Municipal Affairs and Housing provided a detailed presentation with respect to Council/Staff Relationships, the role of Council/role of staff and provided a review of the services that the Ministry offers to municipalities and their residents.  Ms. Wallace addressed questions and comments from Council. 
  • John Mascarin and Leo Longo, Municipal Solicitors, Aird & Berlis presented detailed presentations with respect to the following:
    • Municipal Act Overview, John Mascarin

THAT this Council proceeds in Camera in order to address a matter pertaining to:
  • personal matters about an identifiable individual, including municipal or local board employees;
  • litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;
  • advice that is subject to solicitor/client privilege, including communications necessary for that purpose; 
Items for Discussion: a) Update on the following current legal files: Silver Creek Wetland Acquisition Negotiations, Comprehensive Zoning By-law Appeals, New County Official Plan, Gary Grant – TSC Store Site Plan Dispute, Diane Lister – Injurious Affection Claim, Alvin Lindhorst – Tax Sale, Bonnie Griffiths - Drainage, and OHSA Charges – Public Works.
Council proceeded to in-camera session as previously resolved. (1:10pm)
