October 5, 2011 Council Priority Setting and Planning Workshop Minutes

A Special Meeting of Council was held Wednesday, October 5th, 2011 in Collingwood Public Library, 55 Ste. Marie Street, Collingwood in the Community Room commencing at 8:30a.m.. The Special Meeting of Council was called to hold a Council Priority Setting and Planning Workshop.

THAT the content of the Special Council Agenda for March 21, 2011, be adopted.
  • There were no declarations of pecuniary interest and/or receipt of gifts declared at this time.
DISCUSSION - Council Priority Setting and Planning Workshop, Facilitator, Carolyn Kearns
  • Mayor Cooper welcomed everyone and introduced the Facilitator of the Strategic Planning Session, Carolyn Kearns.  Ms. Kearns reviewed the agenda, goals of the session, guidelines and facilitated discussion regarding Council’s expectations for the session. 
  • CAO Kim Wingrove provided an overview to Council, noting the importance of staff designing work plans and budgets which align with the vision and priorities of Council. Treasurer Marjory Leonard provided a status update on the Town’s financial standing, approved projects, outstanding debentures and accumulated debt, and a projected trend of the Town’s capital projects. 
Council subsequently completed an analysis of the Town’s current situation, noting a number of strengths, weaknesses, opportunities for the future, and potential negative impacts on the Town.
Council identified our municipal strengths, weakness, opportunities and threats.

Council reconvened at 1:12pm   
  • Council further identified key strategic issues, defined as the areas of greatest importance to the future success of the Town and those which the Town has the ability to change. The key strategic issues, as identified by Council included ensuring the Town remains sustainable, accessible and liveable, determining the best manner to provide recreational services, agreeing which services the Town will provide, and diversifying the economic base of the Town. Further key strategic issues included improving both internal and external communications, managing assets proactively, discovering alternative revenue sources and ensuring efficient and effective operations. It was noted that Council, along with staff, should review the Strategic Plan in context of these respective issues. 
  • Council discussed the mission, values and goals of the Town, and reflected on this review. Council commented that the mission statement should be changed to better reflect the Town, however the current values remain appropriate. Additionally, it was stated that Council should emphasize three main goals, including strengthening the local economy, ensuring efficient and effective Town operations, and the enhancement of arts, as well as cultural, heritage and recreational opportunities.  Actions for each of these goals were provided and prioritized, identifying high level, key initiatives which will support the goals. 
  • Director of Planning Services, Director of Parks, Recreation and Culture, Executive Director of Public Works, Fire Chief, Chief Building Official, and our Director of Information and Technology joined the meeting to review the decisions and directions that had been discussed and provided they comments and feedback. 
  • Council agreed that an additional session would be beneficial, and it was noted that further developing the action plans are key. Staff were requested to further provide an update on current plans relating to the strategic actions during the next session.
