8.                  STAFF REPORTS
 
C2008-13        HVAC Units (2) and Roof Replacement – Town Hall (p.22)
 
            RECOMMENDING THAT Council herein accept and approve the tender from State Group for the replacement of two (2) rooftop HVAC units and roof replacement for the Town Hall at the tender price of $290,000.00 plus GST, be approved.
 
T2008-05         OSIFA Application and Financing Agreement (p.24)
 
            RECOMMENDING THAT Council enact By-law 2008-106 which authorizes the submission of an application to the Ontario Infrastructure Projects Corporation (“OIPC”) for financing of certain capital works as noted in Schedule “A” to the by-law and authorizes the Mayor and Treasurer to enter into a financing agreement on behalf of the Municipality, be approved.
 
-         THAT By-law 2008-106, being a by-law to authorize the submission of an application to the Ontario Infrastructure Projects Corporation (“OIPC”) for financing certain capitol works of the Corporation of the Town of Collingwood (“The Municipality”); to authorize temporary borrowing from OIPC to meet expenditures in connection with suck works; and to authorize long term borrowing for such works through the issue of debentures, be enacted and passed this 18th day of August, 2008. (p.27)
 
T2008-06         Appointment of Auditor (p.32)
 
            RECOMMENDING THAT Council enact By-law 2008-107 appointing Gaviller & Company LLP, Chartered Accountants as auditors for the Corporation of the Town of Collingwood for the years 2008 through 2012 inclusive, be approved.
 
  • THAT By-law 2008-107, being a By-law to appoint an auditor for the Corporation of the Town of Collingwood, be enacted and passed this 18th day of August, 2008. (p.34)
 
P2008-48         Review of Land Use Policies and Zoning of lands west of Elm Street
                        Applicant: Town of Collingwood
                        Zoning By-law Amendment to implement review of land use policies, Town of Collingwood, County of Simcoe (p.35)
 
            RECOMMENDING THAT Council pass amending Zoning By-law No. 2008-108 and thereby revise the Commercial and Industrial Permitted Uses Tables regarding the land and zones        where Financial Institutions shall be considered permitted uses;
 
            AND FURTHER THAT Council pass amending Zoning By-law No. 2008-109 and thereby revise the Commercial and Industrial Permitted Uses Tables regarding the land and zones where  Motor Vehicle Gasoline Bars, Motor Vehicle Service Stations, Motor Vehicle Body Shops, Motor Vehicle Sales Establishments  and Motor Vehicle Washes Shall be considered permitted uses;
 
            AND FURTHER THAT Council pass amending Zoning By-law No. 2008-110 and thereby revise  the permitted uses in a Shopping Centre Commercial Exception Two – (C5-2) Zone and delete Motor Vehicle Gasoline Bar and Motor Vehicle Service Station from the list of permitted uses, be approved
 
  • THAT By-law 2008-108, being a By-law under the provisions of Section 34 of the Planning Act, R.S.O. 1990, c. P.13, as amended, to amend Town of Collingwood By-law No. 87-61, with respect to certain lands Town of Collingwood, County of Simcoe, be enacted and passed this 18th day of August, 2008. (p.52)
 
 
-        THAT By-law 2008-109, being a By-law under the provisions of Section 34 of the Planning Act, R.S.O. 1990, c. P.13, as amended, to amend Town of Collingwood By-law 87-61, with respect to certain lands Town of Collingwood, County of Simcoe, be enacted and passed this 18th day of August, 2008. (p.55)
 
  • THAT By-law 2008-110, being a By-law under the provisions of Sections 24(2) and 34 of the Planning Act, R.S.O. 1990, c. P.13, as amended, to amend Town of Collingwood By-law 87-61, with respect to certain lands Town of Collingwood, County of Simcoe, be enacted and passed this 18th day of August, 2008. (p.59)
 
9.                  BY-LAWS
 
-       THAT By-law 2008-111, being a By-law to authorize the execution ofthe Letter of Agreement Between Her Majesty the Queen in right of the Province of Ontario, represented by the Minister of Transportation for the Province of Ontario and the Town of Collingwood, be enacted and passed this 18th day of August, 2008.
 
10.              MOTIONS
 
  • THAT Trent Elyea be and is hereby appointed Community Emergency Management Coordinator for the Corporation of the Town of Collingwood effective upon passage of this resolution.
 
Pesticide motion revised per FCM
  • WHEREASpesticides are products that are developed to control, destroy or inhibit the activities of animal, a plant or other organism that is injurious, noxious or troublesome and can be classified as either domestic, commercial or restricted use;
 
            WHEREAS pest control products classified for domestic use do not require a license for application and are used by the general public without any training;
 
            WHEREAS environmental protection has emerged as a fundamental value in Canadian society and the common future of every Canadian community depends on a healthy environment  including the unnecessary exposure to and use of pesticides for domestic use;
 
            WHEREAS minimizing the use of pesticides for domestic use will reduce exposure to Canadians and to the environment;
 
            WHEREAS in most jurisdictions, municipalities are permitted to pass by-laws to provide for, inter  alia, the environmental well-being of the municipality and the health, safety and well being of  persons, and many municipalities across Canada have passed municipal bans sporadically and with varying terms; and
 
            WHEREAS Health Canada's Pest Management Regulatory Agency (PMRA) has the mandate to  protect human health and the environment by minimizing the risks associated with pest control  products and are responsible for registering pest control products, re-evaluating registered products and setting maximum residue limits under the Food and Drug Act;
 
            BE IT RESOLVED that Council of the Corporation of the Town of Collingwood request that the Federation of Canadian Municipalities urge the federal government to immediately review and  confirm the safety of pesticides registered for domestic use in Canada.
