A Special Meeting of Council was held Wednesday, March 20, 2013 in the Council Chambers, Town Hall, Collingwood commencing at 9:00am for budget discussions.

THAT the content of the Special Council Agenda for March 20, 2013, be adopted as presented.

DECLARATION OF PECUNIARY INTERESTAND/OR RECEIPT OF GIFT (over $200)
Mayor Cooper declared a pecuniary interest with respect to Parks general wages as her spouse is employed by the Parks, Recreation and Culture Department.
 
BUDGET PRESENTATIONS
Mayor Cooper provided a brief introduction and turned the Chair over to Deputy Mayor as Chair of Budget Meeting.
 
The Clerk clarified that motions will be accepted throughout the day, without notice and to change the direction will not require reconsideration until the Budget is approved.  
 
Short Presentation by Treasurer
Marjory Leonard, Treasurer provided an overview of the budget, portion of tax levy by services, annual repayment limit, updated annual repayment limit, and forecasts for the reserves, reserve funds, development charges, debenture and debenture funding.
 
Council received the following departmental reviews, including any significant changes, staffing recommendations and provided direction as follows:

THAT Council accept the recommendation to “pool” the Council professional development budget to be shared amongst members.

Clerk Almas clarified that the FOI Coordinator Position will be changed to an Accessibility and FOI Coordinator position.   The Clerk confirmed that this position could be contract, however, is included in the budget as a permanent part-time position.

Council recessed for lunch at 11:44am and reconvened at 12:30pm.

Clerk Almas noted that the reserve amount will be reviewed with staff to determine any cost sharing opportunities that may be available with the BIA.

THAT Council support the increase request for the accessible shuttle contract, as recommended by Staff.

THAT Council support implementing a transit fare increase of $0.25, to commence not earlier than May 1, 2013.

THAT Council defer the Dawson Drive road reconstruction project to the 2014 budget considerations.

THAT Council direct staff to reopen the Environment Assessment process for the Hume Street reconstruction project, and proceed with the necessary engineering works.

Council expressed concern with the depreciating value of the rail line asset, and requested staff commence further discussions with the County of Simcoe.
 
Additional Items:
Central Park Entrance, Brian MacDonald, Manager of Engineering reviewed the proposed entrance design from Patterson Street at an approximate cost of $100,000.  Council agreed to revisit this request after hearing from the public at the Saturday meeting during the Collus share sale and dividend fund proceeds discussion.

            THAT Council direct that any library legal expenses be paid through the corporate legal account, if legal services are required.
