Building Compliance Reports & AGCO Agency Letters
Please apply for a Building Compliance Report or for an AGCO Agency Letter of Approval (ALA) online via the Town's secure City View Public Portal.
The Building Compliance Report allows the applicant to obtain information with respect to a specific property. The details provided are confirmation of any active building permits, outstanding inspections, outstanding Building Code Act orders, heritage properties, occupancy permits, and advises if a property is regulated by conservation authorities. Please note: only building permit records dated from 1994 to the present date are searched.
Please apply online via the City View Public Portal, under the "Building & Fire Applications, Building Compliance Reports, AGCO Approvals" section. For compliance reports, a cover letter can be uploaded through the Submittals section during the application process. Ensure the covering letter provides the property address and roll number, and any other pertinent information to allow identification of the property . Please allow at least one week after payment is received for our response. For AGCO Letters, a legible site plan and floor plan drawn to scale are to be included as supporting documentation where appropriate for the application.
The Alcohol and Gaming Commission of Ontario (AGCO) regulates the sale, service and consumption of beverage alcohol in the province.
There are two types of liquor licences established by the AGCO:
- A new liquor license for a permanent establishment such as a restaurant or retail store;
- A Special Occasion Permit, which is for a special, one-time event.
As part of the AGCO's process for obtaining a Liquor Sales Licence, a Municipal Information form must be submitted to the Town Clerk's Office to be reviewed and signed. In order to obtain a Special Occasion Permit for an outdoor event, notice must be provided to the Clerk's Office for the Town of Collingwood at least 30 days prior to the event.
The Town of Collingwood has established review processes for Liquor Sales Licence and Special Occasion Permit applications outlined above. Upon review, the Town will determine if there are any objections to the issuance of a Liquor Sales License or Special Occasion Permit. The Town's comments will be forwarded to the AGCO.
Agency Letters of Approval (ALA), also often referred to as “compliance letters”, are required from applicants as part of their liquor licence application from the three authorities listed below:
- Building Department (Building Code Act, 1992)
- Fire Protection Officer or Fire Marshal (Fire Protection and Prevention Act, 1997)
- Public Health Department (Health Protection and Promotion Act)

Further to the above, in addition to submitting a Municipal information form to the Town Clerk's office, please apply for an AGCO Agency Letter of Approval (ALA) via the Town's secure City View Public Portal. You may submit one application to receive an ALA from both Building Services and Fire Services. Note that the AGCO requires a separate letter from the Public Health authority. Building Services provides a compliance report service for confirmation of:
- Active building permits issued pursuant to the Building Code Act
- Oustanding inspections under an active building permit
- Issuance of Occupancy Permit
- Outstanding Building Code Act Orders
