Hours of Work:

Normal hours of work are thirty-five (35) hours per week, usually Monday through Friday, 8:30 a.m. to 4:30 p.m. with a one (1) hour unpaid meal break; flexibility in scheduling is necessary as there may be the occasional requirement to attend to functions outside of normal work hours, respond to urgent matters, or to work overtime as needed.

Position Summary:

Reporting to the Director of Planning, Building & Economic Development, the Manager, Building Services/Chief Building Official (CBO) is responsible for the management, operation, and administration of the Building Services Division.  This position acts as the appointed CBO and performs the regulatory duties as defined under the Building Code Act (BCA), and Ontario Building Code (OBC).  The Manager oversees and manages the interpretation, administration and enforcement of the BCA, OBC, and applicable municipal by-laws to ensure all buildings and structures meet and/or exceed the minimum requirements.  Responsibilities include establishing and implementing operational procedures for the plan review, inspection, and enforcement of the BCA and OBC, and overseeing and managing the issuance of permits for the construction, renovation, change of use, and demolition of buildings within the municipality.  This position plays an integral role in ensuring that the construction, renovation, change of use, and demolition activities of buildings within the Town of Collingwood are properly examined and inspected prior to construction to provide and maintain a level of quality that complies with the BCA, OBC, applicable municipal by-laws, and development agreements in order to protect public health and safety while ensuring efficient construction within the municipality.  The main duties and responsibilities of the position are in the areas of administration and enforcement of the BCA and regulations, division administration duties, and other division functions.                                                                                                            

Experience and Qualifications:

  1. Diploma in Building, Architectural, Civil Engineering Technology or related discipline. 
  2. CBCO designation and Registered Building Official with the Ministry of Municipal Affairs & Housing (MMAH) with a valid Building Code Identification Number.  Qualifications as defined under Part 3, Division C of the OBC from the MMAH in the following categories:  Powers & Duties of CBO; Building Services; Detection, Lighting & Power; Building Structural; Complex Buildings; Large Buildings; Plumbing – All Buildings; Small Buildings; On-site Sewage Systems; Plumbing – House; HVAC – House; House.  Eligibility to be a member of OACETT or AATO an asset.
  3. Ten (10) years of relevant experience, including seven (7) years as a CBO or Deputy CBO.  Physical ability to perform on-site building inspections and wear required personal protective equipment.  Demonstrated success in leading cohesive and motivated teams to meet corporate goals, objectives and initiatives.
  4. Thorough working knowledge of the BCA, OBC, and related Regulations, and all other applicable legislation including but not limited to construction regulations, OHSA, building design and construction, lot grading and drainage control, Municipal Act, Planning Act, and Development Charges Act.
  5. Working knowledge of building construction methods to evaluate the construction of structural, mechanical, fire safety provisions and lot grading practices.  Knowledge of current traditional and/or contemporary building industry issues, trends and best practices.
  6. Demonstrated ability to read and interpret building plans with respect to architectural design, structural systems, plumbing systems, heating systems, fire safety systems and lot grading, conduct inspections to assess and evaluate the construction of structural, mechanical, fire safety provisions and lot grading practices.
  7. Experience in courtroom litigation, Canada Evidence Act, the procurement and recording of evidence and the preparation and giving of evidence.
  8. Excellent administrative, communication, interpersonal, organizational, time management, analytical, problem-solving, report writing, inspection, and public relations skills, together with the ability to use tact and discretion and to deal courteously and effectively with the public and fellow staff members.
  9. Ability to multi-task, cope with interruptions and work under pressure to meet multiple deadlines, exercise discretion and good judgment particularly when handling highly confidential/sensitive information.  Possess a high level of initiative and personal integrity.
  10. Working knowledge of Windows and Microsoft Office applications, database management, and office equipment.  Knowledge of CityView and Blue Beam software an asset.
  11. Valid Class ‘G’ Driver's Licence and a Driver’s Abstract satisfactory to the Employer.  Ability and willingness to travel within the community and out of town as required. 
  12. Possess Criminal Record & Judicial Matters Check (Level 2) with results satisfactory to the Employer and a valid standard first aid and CPR/AED Level C certificate (or willing to obtain).
