New Councillor Appointed to Collingwood Council

Collingwood Council names Chris Carrier as newest member of Council during the special meeting held Thursday March 10, 2022, filling the existing vacant Council seat for the remainder of the 2018-2022 Council Term. Interested candidates were invited to submit their interest by February 28th, 2022.
 
The Town is very pleased with the interest from community having received 14 applications. With the strong interest and for personal reasons 3 candidates had withdrawn their application prior to Council’s consideration.
 
Chris Carrier served on Collingwood Council for four consecutive terms, from 1998 to 2010 as both a Councillor and as Mayor. When asked by Council what his priority would be for the next 6 – 8 months, Carrier said he will focus on the needs of the community. Each candidate was provided up to five (5) minutes to address Council during the Special meeting, after which Council were able to ask questions of the candidates.  Council unanimously approved the appointment by-law and deferred the Oath of Office to be administered at a later date to be determined.
 
"We are pleased to conduct a fair and transparent process for Council’s selection of the new Councillor including providing the public an opportunity to observe the proceedings. It is apparent we have a number of qualified and passionate individuals in our community,” says Clerk, Sara Almas. “We trust this energy will continue as we ramp up for nominations for the Municipal Election this October. Nominations open May 2nd, 2022.”
 
Councillor Vacancy - Application Process
The Town of Collingwood sought to fill one (1) vacant Councillor position for the remainder of the 2018 – 2022 term of office. The vacant Councillor position was to be filled by appointment by way of application and as a result, no formal election or public vote was conducted. The deadline for applications was February 28, 2022, at 4:00PM.
 
Applicants must be a qualified elector as defined in the Municipal Elections Act and must be: 
•    Canadian citizen;
•    At least 18 years old, and;
•    Resident of the Town of Collingwood, or the owner or tenant of land in the Town of Collingwood, or the spouse of such a person; and
•    Not prohibited from voting (as per the Municipal Elections Act) or otherwise by law.
                             
Background Information

The vacancy was created due to the resignation of a Councillor for the Town of Collingwood.
 
At the January 24, 2022, Council meeting, Council declared one (1) Councillor position vacant as required by the Municipal Act, 2001.  Further to Staff Report Staff Report C2022-02, considered by Council at its regular meeting held January 31, 2022. Council opted to proceed with the option to fill the vacancy by inviting applications from any interested qualified elector and conduct an appointment versus conducting a by-election.
