NOTICE – Procedural By-law Amendment re: Electronic Participation

In response to the potential expiration of the Provincial Emergency on July 24 and recent amendments to the Municipal Act with respect to Bill 197 which received Royal Assent on July 21, please take notice that amendments to Procedural By-law No. 2019-075 intend to be brought forward for consideration at the July 29 Special Council meeting to allow for the continuation of electronic participation by Council, Committee and Board members at a meeting.

The proposed amendments would enable the Town of Collingwood to continue to host its meetings using such electronic participation tools as Zoom, and allow members of Council and its various Boards and Advisory Committees the ability to participate in meetings by electronic participation once the declaration of emergency has been lifted by both the Province (expiring July 24) and County of Simcoe (still in effect). The proposed by-law outlines specific criteria to when electronic participation can be used including:

  • When it is not safe or possible to attend an in-person meeting due to a natural weather event;
  • Health and safety restrictions as determined the CAO in consultation with the Mayor or Town of Collingwood Emergency Control Group;
  • Restrictions or guidelines set out by the Simcoe Muskoka District Health Unit, the Ontario Provincial Police or the Province of Ontario; or
  • The activation of the Emergency Control Group or a declared emergency by any level of government or health unit.
