NOTICE OF PUBLIC MEETING CONCERNING A PROPOSED OFFICIAL PLAN AND ZONING BY-LAW AMENDMENT

TAKE NOTICE that the Council of the Corporation of the Town of Collingwood will hold a public meeting on Monday February 27, 2023 at 5:00 p.m.
Any members of the public may attend in person (Council Chambers, 97 Hurontario Street, Collingwood) or virtually via Zoom webinar to consider a proposed Official Plan Amendment and Zoning By-law Amendment under Sections 17, 22 and 34 of the Planning Act.
The public meeting will take place during the regular meeting of Council. For those attending virtually, a link to the webinar will be included on the February 27, 2023 Council agenda. LOCATION: 11555 Highway 26, Collingwood
Legal description: CON 11 W PT LOT 48; PART 1 51R-24439; COLLINGWOOD
Area: 4.62 hectares
The development proposal is located on the south side of Highway 26, approximately 330 metres east of Princeton Shores Boulevard.
THE PURPOSE of the proposed Official Plan and Zoning By-law Amendments is to redesignate and rezone the subject property to permit a mixed-use development that would include 55 residential townhouse units and a commercial building approximately 512 square metres in size.
The proposed Official Plan Amendment would redesignate the subject lands from the Highway Commercial Exception Two, Recreation, and Environmental Protection designations to Highway Commercial – Exception, Residential, Recreation and Environmental Protection designations. The site-specific amendment would permit medium density residential townhouse units, remove ‘garden supply outlet’ as a permitted use, establish permitted uses within the Highway Commercial designation, and refine the boundaries of the Environmental Protection designation on the subject lands based on the conclusions of an Environmental Impact Study.
The proposed Zoning By-law Amendment would implement the Official Plan Amendment and rezone the subject lands from Highway Commercial Exception Two (C5-2), Recreation (REC), and Environmental Protection (EP) to Highway Commercial – Exception (C5-X), Residential Third Density – Exception (R3-X), Recreation (REC), and Environmental Protection (EP). The exception provisions for the proposed C5-X zone include permissions for 28 parking spaces and permit Highway Commercial uses. The exception provisions for the proposed R3-X zone include a minimum side yard setback of 4.5 metres and a minimum rear yard setback of 6.0 metres for group or cluster dwellings.
THE EFFECT of the proposed Official Plan and Zoning By-law Amendments is to allow the development of
the subject property for residential and commercial uses.
ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Official Plan Amendment and/or Zoning By-law Amendment.
If you wish to be notified of the decision of the County of Simcoe on the proposed Official Plan Amendment, you must make a written request to John Daly, Clerk, County of Simcoe, 1110 Highway 26, Administration Centre, Midhurst, Ontario L9X 1N6, via email at: john.daly@simcoe.ca.
If a person or public body would otherwise have an ability to appeal the decision of the County of Simcoe to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Collingwood before the proposed Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Collingwood before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Collingwood before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
If you are the owner of any land that contains seven or more residential units, please post this notice in a location that is visible to all the residents.
