New Servicing Capacity Allocation Policy (SCAP), dated June 9, 2025
The Town of Collingwood has a Servicing Capacity Allocation Policy, commonly referred to as the SCAP, to manage how servicing capacity is allocated in a sustainable, transparent, and responsible manner for major development projects. Minor and low-risk development applications are generally exempt from the SCAP process.
Major development applications are required to complete a self-evaluation scoring matrix, as part of the application process, which are reviewed by the Town and presented to Council in a semi-annual ‘batch’ recommendation report.
Council received Staff Report P2025-14 on June 9, 2025 and updated the Town’s SCAP to improve the document, following consultation and public feedback.

FAQ - Which Self-Evaluation Matrix should I use?
The updated SCAP applies to all development applications made after the effective date of June 9, 2025.
If an application was submitted and evaluated under the previous version of the SCAP, then the completed evaluation remains applicable, unless a substantial change or revision is made and/or a re-evaluation is requested under the updated SCAP. See Transition Clause (Section A13 g) for more details.
