
A procedural by-law is a rulebook that explains how Council, Committee of the Whole, and other committees and boards conduct their meetings. It outlines the roles and responsibilities of those involved in the meeting, how notice of the meeting is provided to the public, and governs the proceedings of the meeting.
During its meeting held on February 2, 2026, Council passed the following resolution to amend the Procedural By-law:
THAT Council direct staff to undertake the necessary notice and prepare a By-law to amend the Procedural By-Law to include the requirement of offering to other members of Council around the table discussion on the matter at hand, following the moving of a motion to defer, and that once discussion is concluded, a seconder be sought and a vote on deferral be taken.
As per the Town’s Public Notice Policy, the earliest date this proposed amendment to the Procedural By-law will be considered is at the Council – Committee of the Whole Meeting scheduled for February 18, 2026.
