Community Standards

Community Standards services help maintain a safe, respectful, and well-managed community in Collingwood through by-law enforcement, compliance, public education, and policy development.

The Town of Collingwood's oversees several key sub-services under Community Safety and Standards program that help support a safe and enjoyable community, including (select a section to learn more):

Business Licensing Compliance

The Business Licensing Compliance sub-service, delivered by the Town’s Legislative and By-law Services Divisions, ensures that businesses operate safely and in alignment with community standards. Through licensing, the Town helps promote public health and safety, minimize nuisances, and protect consumers.

Certain businesses, such as transient traders, food vendors, second-hand goods retailers, and short-term accommodations, are required to obtain a licence from the Town before operating. By-law Policy Development

The By-law Policy Development sub-service, delivered by the Town’s By-law Services Division, is responsible for creating, reviewing, and maintaining community standard by-laws. This process includes scoping, research and analysis, public and stakeholder engagement, by-law drafting, Committee and Council approvals, and implementation. These by-laws help uphold community standards, support Council's objectives and aim to protect the health and safety of residents and visitors.

Canine Control Compliance

The Canine Control Compliance sub-service, delivered by the Town’s By-law Services Division, ensures compliance with the Town’s Responsible Pet Ownership By-law, the Dog Owner's Liability Act and other animal-related By-laws. This includes addressing concerns such as barking noise, leash requirements, dog licensing, and stray or dangerous dogs.

Property and Person Compliance

The Property and Person Compliance sub-service, delivered by the Town’s By-law Services Division, ensures compliance with regulations that protect individuals and property while promoting health, safety, and community well-being. This includes enforcing by-laws related to public behaviour, property maintenance, and other community standards to help keep Collingwood safe and welcoming for all.

Private Property Parking Compliance

The Private Property Parking Compliance sub-service, provided by the Town’s By-law Services Division, allows property owners to set and enforce parking rules on their property in accordance with the Town's Private Parking By-law. Once enrolled, enforcement can be carried out by the property owner, their authorized agent(s), Private Enforcement Officers, or the Town.

Private Property Compliance (Private Enforcement Officers)

The Private Property Compliance sub-service, provided by the Town’s By-law Services Division, trains individuals to serve as Private Enforcement Officers on registered private properties. These officers are responsible for enforcing parking rules in accordance with the Town’s Private Parking By-law
