2025 Construction Projects
The Town of Collingwood's Infrastructure Projects division is part of the Infrastructure department and is responsible for the administration and construction of a wide range of municipal capital infrastructure projects, such as:
- Road reconstruction
- Bridge replacement
- Sewers
- Intersection improvements
- New sidewalks
- New street lighting
High Street is an arterial road approximately 2.85 km long running north south between Poplar Sideroad and First Street. A Schedule ‘C’ Environmental Assessment (EA) was completed in 2007 to evaluate solutions for transportation and infrastructure improvements for High Street from Poplar Sideroad to Third Street. In 2007, the preferred solution for the study corridor consisted of road widening and reconstruction, intersection improvements, new and improved pedestrian facilities, landscaping, and aesthetic improvements, and municipal infrastructure improvements. The EA proposed that the High Street project be constructed in phases and therefore High Street from Third Street to Tenth Street was reconstructed in 2008.
Since the conclusion of the EA in 2007 and implementation of Phase 1 Construction in 2008, the 2007 EA has reached its 10-year expiration, therefore an addendum to update key studies is to be undertaken. These studies will include Natural Heritage, Terrestrial Assessment, Aquatic Habitat, Archaeological, as well as updated traffic counts.
Improvements to High Street will be completed in two (2) stages:
Second Street to Fifth Street
The Town is planning improvements on High Street from Second Street to Fifth Street including a new wide multi-use trail on the west side and a sidewalk on the east side. Design work is set to begin in 2025, with future road infrastructure upgrades, including watermain, sanitary sewer and storm improvements. These enhancements will improve safety, accessibility, and long-term infrastructure reliability for the community.
2. Tenth Street to Poplar Sideroad
A tentative schedule for the project is completion of the Environmental Assessment Addendum by the spring of 2025, then detail design and utility relocates in 2025 and 2026, and construction is tentatively scheduled for 2030, subject to Council approval.
Detail design began late 2023 and will continue through December 2025.
The scope of the project includes widening the road to accommodate a centre left-turn lane from Cameron Street/Collins Street to Sixth Street, replacement of water and sanitary infrastructure including fire hydrants, and services to the property line and a photometric analysis of the existing streetlights, making upgrades, if warranted.
Construction is tentatively scheduled for 2028/2029, subject to Council approval.
The work includes the removal of the existing twin corrugated steel pipe (CSP) culverts, removal of existing catch basins and leads, supply and installation of approximately 250m of new 1800mm x 900mm precast box culvert complete with reinforced concrete distribution slab, new head walls at either end of the new culvert, water proofing of new structure, supply and installation of new catch basins and storm sewer and all restoration within the limits of construction.
The tender will be issued in spring 2025 with construction proceeding in summer 2025. The Ontario Street pedestrian crossing will be delayed until 2026 after utility relocations required to accommodate the new crossing are completed.

The Mountain Road Improvement Project is currently in the detail design phase after working through an Environmental Assessment Addendum process. The project includes urbanization and widening of Mountain Road to a five (5) lane cross section, two (2) lanes per direction with one (1) centre turn lane, a new bridge over the Black Ash Creek, a signalized pedestrian crossing at the Black Ash Creek trail crossing at Mountain Road, and intersection improvements at Tenth Line and Mountain Road with a new round-a-bout. A multi-use trail will be added to the south side of Mountain Road.
This project is in the Detail Design phase. Detail design and utility relocations have been completed, and tendering for the project will occur in spring 2025, with construction beginning summer 2025.

Detail design is underway. The general scope of the work consists of the reconstruction, urbanization, and drainage improvements on Peel Street from Hume Street to the northerly intersection of Bush Street and Peel Street. The objective is to bring this section of road up to the minimum requirements of a collector road as defined in the Town's engineering standards and to provide active transportation opportunities along the corridor.
Construction is tentatively scheduled for 2026, subject to Council approval.
The scope of this project includes full-depth road reconstruction, including drainage improvements, sanitary sewer replacement and services to the property line, replacement of the existing 100mm diameter watermain with a new 150mm diameter distribution watermain, including fire hydrants and water services to the property line. Installation of a new 400mm diameter transmission watermain for new development in the west side of Collingwood is part of this project as well. Active Transportation facilities were evaluated as part of the design, and one (1) way cycle tracks will be constructed on each side of Sixth Street from Hurontario to High Street.
Construction will be in two (2) phases: Phase 1 Hurontario Street to Oak Street, and Phase 2 Oak Street to High Street. Phase 1 construction is scheduled for 2026 and Phase 2 construction will occur in 2027.
Surveying of this area is completed. Further details on next steps are pending.
Detail design has been completed and the project will be tendered in the spring of 2025 with construction proceeding in the summer of 2025.
The work includes full reconstruction with new sanitary sewer including services to the property line, new watermain upgrades including services to the property line, and drainage improvements within the project limits including storm sewer and curb and gutter.
The work includes urbanization and the replacement of the watermain and sanitary sewer systems; renewal of water and sanitary services to the property line; storm sewer upgrades, concrete curb and gutter and new sidewalks; asphalt paving of the roadway; restoration of driveways and boulevards; bridge repairs and upgrades between Oak Street and Birch Street. Design work is nearly completed for permanent traffic calming and active transportation upgrades on Findlay Drive. Implementation of the final design is anticipated in the summer of 2025, taking into consideration the results of public engagement held in September 2023.
Engage Collingwood: Findlay Traffic Calming and Active Transportation Feasibility Project
The work included complete sanitary and watermain replacement on Ninth Street (Hurontario Street to Maple Street) and Maple Street (Eighth Street to Cameron Street), new storm sewer, local drainage improvements, new asphalt, and concrete curb and gutter.
The project is complete and in the two (2) year maintenance period (2026).

Bridge 08 (Oak Street culvert) and Bridge 09 (Second Street bridge) both convey the Oak Street Canal.
The scope of the project included a review of the sidewalk collapse, complete topographic survey and required field measurements, complete detailed deck condition survey on both structures, identify options to rehabilitate both structures, fix the collapsed sidewalk on Oak Street, and other intersection improvements.
Construction was completed in October 2024. This project is currently within the warranty period.

In 2024, the Town completed a Crossing Guard and Pedestrian Crosswalk study in which recommendations have been made for installations. Additional crosswalks are planned to begin as early as the summer of 2025. Further details will be posted here when confirmed.
Annual work done on guide rails at various locations across Town.
The Public Works Sidewalk Repair Program is an annual sidewalk renewal program where large sections of broken and/or cracked sidewalks are replaced. Work will be completed by contractors in two phases: one in the spring and the second phase in the fall.
As part of the Town's Assessment Management Program and through the 2025 capital budget approved by Council, the 2025 works will continue as follows.
Road Resurfacing
Works will include the removal of existing asphalt and hard surfaces from the street, minor base work, and resurfacing the roadway with new asphalt. Driveways will be reconnected with asphalt, and minor repairs to shoulders and drainage, where possible, within the scope of the project.
