Site Plan securities are required by the Town to ensure that properties are developed in accordance with the registered Site Plan Control Agreement and approved Site Plan drawings. Planning Services manages the collection, reduction, and release of these securities. Funds are held until conditions are met and verified through the required documentation. It is applicant’s responsibility to request a reduction or release of the posted securities.
Gather Required Documents Compile the necessary documents from your professional consultants (see Required Documents section). All files must be in PDF format.
Submit via the Town’s secure Public Portal -Log in to your Portal account -Navigate to "My Items" from menu at the top of the page and select the project related to the Site Plan Agreement. -Only registered users connected to specific project can submit through the Public Portal.
To request a reduction or release of securities, submit the following documents, prepared and signed by qualified professionals (e.g., Civil Engineer, Landscape Architect, etc.), as applicable to your project:
Formal Request Letter A letter requesting the securities reduction or release. This letter must confirm that the completed or substantially completed works are in conformity with the executed Site Plan Control Agreement and the approved Site Plan drawings.
Civil Engineering and Landscape Architect Certifications A signed certification from both the Civil Engineer and the Landscape Architect, as applicable to the project and related request, confirming that the works completed to-date and associated with the requested securities release have been installed and/or constructed on-site in accordance with the approved landscape drawings.
Updated Financial Schedule An updated version of the relevant schedule(s) from the Site Plan Control Agreement, indicating:
Original security amounts
Value of work completed
Remaining balance
Record Drawings A complete set of as-built drawings reflecting the current, constructed conditions of the project.
Proof of Fulfilled Conditions Written documentation confirming that all applicable conditions tied to the securities have been satisfied.
Inspections for securities reductions or releases are seasonal. Please plan accordingly:
Initial Inspections: Late April to late November (weather permitting - site must be clear of snow.)
Landscaping Securities (trees, shrubs, sod, etc.): Final submission deadline: October 15
Warranty & Final Securities Release: Submission window: May 15 to September 1
Note: Inspections by the Town's peer review consultant will incur a cost. If the contingency deposit provided does not cover these costs, an invoice will be sent for the balance owing.
