
The Town of Collingwood, in partnership with Greenland International Consulting Inc., has recently completed Phase 2 of the Stormwater Management Master Plan (SWMMP) following a Municipal Class Environmental Assessment (Class EA) process for a Schedule ‘B’ undertaking, as defined by the Municipal Engineers Association. Phase 1 was completed in January 2022, and since then, preferred solutions to mitigating flooding issues have been identified through the Class EA study. Like all municipalities dealing with the impacts of a changing climate, the Town of Collingwood is preparing for environmental and weather-related change through several initiatives, including the completion of the SWMMP. This plan includes comprehensive flood management and mitigation planning developed through years of engagement, assessments, studies, and consultation with subject matter experts.
Once complete and adopted by Council, the SWMMP will serve as a long-term planning document with recommendations of stormwater management strategies and infrastructure improvements for the next 25-years. This framework will guide future development and infrastructure upgrades to ensure the stormwater system performs effectively under changing conditions.
Highlights of the SWMMP
- Identification of stormwater management challenges, risks, and opportunities;
- Development and evaluation of alternative solutions;
- Assessment of potential environmental, social, cultural, and economic impacts;
- Selection of preferred solutions; and
- Recommendations of mitigation measures and implementation strategies.
The SWMMP Report is available for review on the project’s Engage Page and will be presented to Council at the August 10, 2026, meeting of Council.
Subject to comments received and required approvals, the Town of Collingwood intends to proceed with the recommendations outlined in the report through a phased implementation approach, subject to available funding.

Please note:
If concerns regarding this project cannot be resolved through discussion with the Town, a person or party may request that the Minister of the Environment, Conservation and Parks issue an order requiring the project to comply with Part II of the Environmental Assessment Act (commonly referred to as a “Part II Order”).
Such requests must be submitted to the Minister within 30 calendar days of the Notice of Completion. The notice of completion will be provided after August 10th, 2026, during the presentation to Council. A copy of the request must also be provided to the Town of Collingwood.
If no requests are received, the study will be considered complete and will form the basis for future stormwater management projects, programs, and policies within the Town of Collingwood.
