The Town of Collingwood Council has adopted Official Plan Amendment Number 2 through By-law 2026-028. This amendment updates the Town’s long-term "big picture" plan (i.e., the 2024 Official Plan) to specifically allow for The Gateway Centre development.

What’s Being Approved

The Official Plan Amendment changes the land-use rules to allow for a mix of commercial and housing. Specifically, it creates two "Area Specific Policy" designations to permit:

  • A Variety of Buildings: six one-storey commercial buildings, one three-storey commercial building, and one twelve-storey mixed-use building (combining shops and housing).

  • New Housing Options: 165 apartments or a seniors residence, retirement home, or nursing home.

  • A New Supermarket: One supermarket up to 2,880 square metres in size.

  • Design Standards: To ensure a high-quality look, the plan sets a minimum building height of 7 metres and requires that the ground floor of the twelve-storey building be at least 45% commercial/business space.

  • Better Land Use: Like the related Zoning By-law, this amendment bans auto-oriented commercial (i.e., gas stations) to make the area more pedestrian-friendly.

  • Related Application: This project is tied to Zoning By-law Amendment 2026-029 (Town File D084124).
