
With the 2026 budget being approved by Council, staff are diligently moving forward to plan and facilitate major works, including the following projects.
Micro-Resurfacing
Micro-resurfacing is a road maintenance treatment made from a mixture of asphalt emulsion, small stone (aggregate), water, and special additives. This mixture is carefully blended and spread evenly over an existing road surface.
Micro-resurfacing is fast and convenient, allowing roads to typically reopen to traffic in less than one hour after application. It helps extend the life of pavements that are in fair to good condition, while improving safety by providing better skid resistance for vehicles. The treatment also protects the road by preventing water from seeping in and slowing down damage such as cracking and wear. In addition, it helps restore a smooth, uniform black appearance. Its quick application results in minimal disruption to drivers and the surrounding community while reducing life-cycle costs by 25–40% and lowering greenhouse gas emissions by 44% or more. When applied at the right time, it can extend pavement life by six to eight years or more.

Road Resurfacing
Works will include removing existing asphalt and hard surfaces from the street, minor base work, and resurfacing the roadway with new asphalt. Driveways will be reconnected with asphalt, and minor repairs to shoulders and drainage will be made where possible within the scope of the project.

Resurfacing
Resurfacing work will include the removal of existing asphalt from the parking lot, minor base work, drainage improvements, and resurfacing with new asphalt.

Roadway Reconstruction
The following are roadway reconstruction projects, each at various stages of progress.
- Mountain Road Widening: Cambridge to Tenth Line. Tender closed in the summer of 2025, and construction began in the fall of 2025. Bridge work continued through the winter of 2025/2026, and the contractor will begin watermain, sanitary sewer, and storm sewer work from Cambridge Street to Tenth Line in the spring of 2026, after half-load restrictions are lifted.
- Sixth Street Reconstruction (Watermain project): Construction will be completed in two phases; Phase 1 is underway and includes Sixth Street from Hurontario Street to Oak Street and Hurontario Street from Hume Street to Sixth Street. Phase 2 is scheduled for 2027 and includes Sixth Street from Oak Street to High Street. Utility relocates, including Bell, Rogers, EPCOR, and Enbridge, occurred throughout the winter of 2025/ 2026 and are scheduled to be completed by May 1, 2026. - Tenth Line and Sixth Street Roundabout: The County of Simcoe is constructing a single lane roundabout at the intersection of County Road 32 and Sixth Street in Collingwood. Benefits of the roundabout include improved traffic flow, increased traffic capacity, and enhanced safety due to lower vehicle speeds and fewer vehicle conflict points. The Town of Collingwood is coordinating with the County to install watermain through the intersection.
- Second Street Infrastructure Renewal (Oak to Cedar Sts): Reconstruction of Second Street (120m from Oak Street to Cedar Street) will include upgrades to the sanitary sewer and watermain as well as improvements to the existing road conditions.
- Katherine Street, Victory Street, and Fair Street Infrastructure Renewal: this project includes road reconstruction and the renewal of water, sanitary, and storm infrastructure. It also includes the urbanization of the road cross-section. Design and utility relocates occurred in 2025, and the construction tender is scheduled to be completed in early 2026, with construction to occur in 2026/ 2027.
Major Infrastructure Projects with Work Happening in 2026
The following are multi-year, major infrastructure projects, each at various stages of progress.
- Hurontario Street Reconstruction (Hume to Cameron/ Collins Sts): This project is in the detail design phase, with construction tentatively scheduled for 2028/ 2029, pending Council approval.
- Peel Street Reconstruction (Hume to Bush Sts): This project is in the detail design phase, with construction tentatively scheduled for 2027, pending Council approval.
- Minnesota Storm Sewer, phase 2 (St. Paul to Minnesota Sts): The box culvert was completed in 2025. The Ontario Street Pedestrian Crossing, and topsoil and sod installation is scheduled for 2026.
- Highway 26 Resurfacing (Cranberry Trail West to Osler Bluff Road): Top asphalt will be placed in the spring of 2026.
- Findlay Drive Traffic Calming and Pedestrian Crossing Enhancements: Design work is complete for permanent traffic-calming and active-transportation upgrades on Findlay Drive. Implementation of the final design is anticipated for summer 2026, taking the results of public consultation (September 2023) into consideration.
- High Street (Tenth Street to Poplar Sideroad): This project is in the detail design phase, with utility relocates tentatively scheduled for 2026 and construction tentatively scheduled for 2030, pending Council approval.
- High Street (Second to Fifth Sts): Improvements, including a new wide, multi-use trail on the west side and a sidewalk on the east, are in the works. Design work is underway, with future road infrastructure upgrades, including water main, sanitary sewer, and storm improvements. These enhancements will improve safety, accessibility, and long-term infrastructure reliability for the community. Utility relocates are scheduled for 2028, with construction tentatively scheduled for 2030.
- Albert Street and Baker Street Infrastructure Renewal: Infrastructure renewal and the urbanization of Albert Street (370m Pretty River Parkway to Ontario Street) and Baker Street (180m) will include sanitary and watermain replacement, new storm sewer, and road reconstruction with added curb and gutter to urbanize the cross-section of these roads. The design process is underway for completion in 2026.
- Bridge 20 Rehabilitation (Mountain Road at Slalom Gate): A proposal has been received from the consultant and detail design will be completed in 2026. Construction may begin in 2027, subject to Council approval and progress of Mountain Road (Cambridge to Tenth Line).
- Harbour Street West Watermain Extension: Construction started in February 2026, and the anticipated completion is May 2026. The scope of work includes the installation of approximately 700m of 300mm diameter watermain from Harbour Street West to Tenth Line (crossing the Georgian Trail). The purpose of this project is to provide greater watermain connectivity and servicing ability to the west end properties of Collingwood.
- Highway 26 and Tenth Street Watermain Re-lining: Construction started in October of 2025 along Hwy 26 West. Restoration work will resume in April 2026. Construction is scheduled to start in May 2026 along Tenth Street between High Street and Spruce Street. The purpose of this project is to re-line watermain sections, which are known to be problematic, to ensure the service life of the watermains are extended and prevent further problems from occurring.
- St. Paul (Ontario to Fourth Sts) & Fourth (Ste Marie to St. Paul Sts) Sanitary Renewal Project: completed in 2025, with topsoil and sod installation scheduled for spring 2026.
- Second Street and Oak Street Canal Bridge Improvements: Construction was completed in October 2024. This project is currently within the warranty period.
- Third Street Reconstruction and Bridge Rehabilitation (Birch to Oak Sts): Construction of this project has been completed and is now in the warranty period.
