
The Town of Collingwood is considering a Zoning By-law Amendment for 4 Elm Street, and you’re invited to share your input at an upcoming Public Meeting.

What’s Being Proposed
The property at 4 Elm Street currently has a single detached dwelling with an internal Additional Residential Unit (ARU). The application seeks approval to:
- Re-zone the property to permit a residential building with four dwelling units in it.
- Make site-specific zoning changes, including:
- Increasing the maximum height of a detached accessory building containing two (2) ARUs from 7.5 metres to 8.48 metres to address a temporary zoning conformity matter due to construction phasing of the proposed development.
The development is proposed to be constructed in two phases to accommodate tenants in the existing single-detached dwelling. Phase 1 will involve the construction of a detached ARU, and Phase 2 will involve the demolition of the existing single-detached dwelling and an addition to the building constructed in Phase 1. The proposed redevelopment of the property will result in one residential building containing four dwelling units, including one (1) main dwelling unit and three (3) internal ARUs.
For the proposed Zoning By-law Amendment to become effective, the Town’s 2024 Official Plan must be in full force and effect. The County of Simcoe approved the Town’s Official Plan on September 24, 2024; however, it is currently subject to a number of appeals.

Please note: to have the right to appeal Council’s decision to the Ontario Land Tribunal (OLT), you must share your comments before Council makes its decision. The rights of third parties to appeal Zoning By-law Amendment decisions to the Ontario Land Tribunal have been restricted under the Planning Act.
