Water Treatment Plant Expansion Construction - What to Expect

Safe drinking water and public safety are a top priority of the Water Treatment Plant expansion project, and we appreciate the patience of residents and visitors as we work diligently to provide this essential service to the community.

Fencing the construction area was the first step in construction on site to enclose the work area so that equipment, materials, and temporary infrastructure could all be set up safely and securely.  Equipment is arriving on site, and construction has begun at the plant located at 2 Raglan Street at the east end of Sunset Point.  

Town staff have worked with the contractor to minimize the area being used to lessen the impact on residents’ use of the trail and to maintain access to tree and bench dedications. Due to the construction zone impacting through trail access, pedestrians and cyclists can use Russell and Simcoe streets as an alternate route to the trail and Raglan Street. With all the workers necessary on-site, the contractor is working to secure additional off-site parking and staging areas for large equipment deliveries and storage to further reduce the space impacted next to the plant.

We recognize that some of the designated barbecuing spaces have been reduced due to the construction zone and a few of the smaller barbecue stations are no longer accessible. The barbecues which are not accessible will be replaced or moved to an accessible area in the park this summer. 

This expansion is being undertaken on a water plant that needs to remain in service and in compliance providing safe treated drinking water to the Town and our customer municipalities throughout construction which is expected to be completed in June 2031.  This adds a layer of complication that takes significant planning, temporary work, and more space to accommodate.  Construction Site plan drawings and Construction Staging Plan previously shared with the public and Council demonstrating the complexity of the staging of this project are available on the Engage project page.
