First Project Proposal Submittal to the Town of Collingwood's Planning Services Department
To ensure a developer or the developers’ agent progresses through the process please ensure you provide the following data via the Public Portal after a successful pre-consultation application proposal review has taken place.
Minimum Checklist Items
- Completed planning application form
- A completed matrix of how the review comments were addressed
- A Functional Servicing Report
- A Self-Evaluation Criteria for a Servicing Capacity Allocation (SCAP)
- Payment (applications will not progress until payment has been received and processed).
If the Payee is a registered portal user and added as a registered contact to the portal project, the Payee can pay using a card for any amount. Credit card payment is more efficient if/when fees need to be returned to the Payee.
Payments and any refunds are also processed via Electronic Funds Transfer (EFT), or by contacting the Treasury Department.
The developer or developers’ agent will continue to download and implement the public portal for any revisions and re-submissions. A review matrix detailing how reviews from internal and external review agencies will be provided with each submission.
Reviews will be provided to agencies and scheduled for 3 weeks, although vacation and volume of projects will dictate the review comments being provided to the developer or the developers’ agent.

Planning Act
Individuals who make written submissions regarding a Planning Act application should be aware that their submission and any personal information in their correspondence will become part of the public record and made available to the Applicant, Committee, and Council.
